http://community.livejournal.com/steampunkdebate/ is very good for discussing the colonial/Orientalist/cultural issues about steampunk! I completely understand how the genre as a whole has a lot of colonialist overtones, in the same way that glorifying this Victorian idea of industrialization, exploration, and Empire does, but I think there is potential to transcend that--I know there's a small "silkpunk" genre that focuses on Chinese and Japanese industrialization and technology, and I feel like I've seen steampunk Near East specs for airships.
Radiopunk sounds completely awesome! I know there is "dieselpunk" which is supposed to be 40's-ish, but I like your word for it better. You can always make up your own look and movement and have it be new!
